Welcome to Hume City Council. These conditions apply to all areas of our Hume Global Learning Centres (HGLCs) and Libraries. By entering our facilities, visitors agree to comply with these conditions. The aim of these conditions is to facilitate safe, inclusive, welcoming and respectful places for all visitors to our facilities. Please also note that many of these conditions apply to outdoor areas of our facilities including car parks, patios, and loading docks.
While inside our facilities, we ask that you:
- Treat other visitors and staff with respect: We have a zero-tolerance approach to abusive, aggressive, or discriminatory behaviour toward visitors and staff. This includes verbal abuse, offensive comments, and any form of discrimination.
- Treat property and facilities with respect: Visitors must not cause damage to property. We ask that visitors place rubbish in the bins provided.
- Be responsible for your own belongings: Hume City Council is not liable for any lost or stolen items. We ask that personal belongings including laptops are not left unattended. We reserve the right to remove any unattended items for security reasons.
- Cooperate with requests from staff: These requests include but are not limited to leaving the building when asked to do so (including at closing time). Visitors must also cooperate with staff requests during emergency evacuations and drills.
- Keep noise to a reasonable level: Visitors must communicate using volume suitable for an indoors, public area. Visitors must be mindful of how noise levels affect others, including sound from phone conversations and devices.
- Display reasonable/acceptable level of dress and hygiene: For health and safety reasons and in consideration of other customers, footwear and appropriate clothing must be worn. Visitors must meet acceptable levels of personal hygiene.
- Inform staff if you need assistance: Please inform staff promptly of any concerns or issues with equipment, services, or other visitors.
While inside our facilities, we ask that you do not:
- Film or photograph staff or other visitors: Filming or photography must take place only with the subject’s permission.
- Bring animals into the facility: Only registered assistance animals are permitted in our facilities.
- Consume hot food: For the comfort of other patrons, no hot food is permitted in the library. To protect children with food allergies, no food is permitted in children’s areas.
- Bring bikes or e-scooters inside the building: No riding or charging of bikes or e-scooters is permitted in our facilities. They must be secured outside the building.
The following are strictly prohibited:
- Substance use: The use of alcohol and other drugs are strictly prohibited in our facilities. Visitors must not enter the premises whilst substance affected. Smoking, vaping, and the use of e-cigarettes are also prohibited.
- Viewing or access offensive or explicit material: On either public computers or personal devices.
Child Safety
Hume City Council is committed to keeping children and young people safe and protected. Visitors must:
- Actively supervise children in your care: Children under 12 years old must be supervised by a responsible person. In instances where children under 12 are left in the library without supervision, we may contact Police in accordance with our policy.
- Report any issues to library staff: If you suspect or witness abuse or harm to a child or young person, report it to library staff immediately. In case of immediate danger, call 000.
- Junior, children’s and family areas are for children and their families only: Staff actively monitor these areas, and adults who are present without children may be asked to move to another area of the library.
